June 17, 2026

As PCI continues to grow and expand its impact, today the organization is pleased to welcome Gail Berlinger as Vice President of Risk Management and Strategic Initiatives. Gail brings more than two decades of experience in community development finance, affordable housing, and organizational strategy, along with a deep commitment to strengthening communities through thoughtful investment and partnership.

In this new role, Berlinger will lead PCI's enterprise risk management framework, strategic initiatives, and impact reporting efforts. She will work across the organization to strengthen operational infrastructure, support lending and capital formation activities, enhance portfolio oversight, and develop systems and processes to position PCI for long-term growth and sustainability.

"We are overjoyed to welcome Gail to our PCI team," said Michelle Volpe, president of PCI. "Her exceptional combination of experience and expertise in community development finance, portfolio management, impact measurement, and organizational leadership will be invaluable as we work to deepen and increase our connection with the many communities that we serve throughout the Commonwealth. Gail's collaborative approach and deep commitment to equitable development align perfectly with PCI's current mission and long-term vision."

Prior to joining PCI, Berlinger served as Senior Vice President of Impact & Initiatives at Opportunity Communities, where she led strategic initiatives, data and learning practices, and systems development. She also held a leadership role at Preservation Management, Inc., where she oversaw Resident Services, communications and technology, with a focus on organizational effectiveness.

Earlier in her career, Berlinger spent nearly a decade at Boston Community Capital, now BlueHub Capital, where she helped build the organization's portfolio management and impact measurement functions while supporting the deployment of capital in underserved communities.

"I've spent my career working with organizations that use capital as a tool to simultaneously create opportunities and strengthen communities," said Berlinger. "Over the years PCI has built an impressive track record of supporting and nurturing transformative projects that deliver meaningful community impact. I'm excited to join the team and help strengthen the systems, processes, and partnerships that will support PCI's continued growth and mission."

Berlinger holds a Master of Urban Affairs from Boston University and a bachelor's degree in Sociology and French from Rutgers University.

Please join us in welcoming Gail to PCI.
