Stacey Parks Townsend
President/CEO

In 1999 Stacey was recruited by a consortium of property and casualty insurance companies to organize and manage PCI. Her primary responsibilities include functioning as CFO, COO and Senior Lender. Stacey joined the Initiative after four years at MassBusiness Development Corporation, where she created and managed a subsidiary that specialized in loans to minority and women-owned businesses, community development groups and not-for-profit organizations. Prior to MassBusiness Stacey spent sixteen years working in various lending and management positions at the Bank of New England, BayBank and BankBoston. She is a graduate of Wellesley College and a native Bostonian.

Stacey enjoys spending time with her husband, playing tennis, watching football and traveling to any location that has sand and sun.

Rufus Phillips
Vice President of Affordable Housing

Rufus has been in the affordable housing, community and economic development field for 25 years. He started his career with a consulting firm after receiving his Masters Degree in City and Regional Planning from Harvard University. Rufus then worked for the Massachusetts Executive Office of Communities and Development, the City of Chelsea and from 1984 to 1997 MassHousing, heading their Research and Program Development Department. He then took the position of Business Development Director for the Cushing Companies, a for-profit developer of affordable housing, before joining PCI in February, 2000 as Vice President responsible for real estate and affordable housing lending.

Rufus enjoys bicycling to work, vacationing in Maine and visiting his two daughters in Los Angeles and Washington, DC.

Paula Alves Zaiken
Vice President of Business Lending

Paula started her lending career at the First National Bank of Boston, where she completed the bank’s loan officer training program. Her 23 year career with the bank included responsibilities that ranged from a multi-year assignment as commercial banker and regional credit officer in Brazil to lending to businesses and not-for-profits in low- and moderate-income Massachusetts neighborhoods. Paula joined PCI in March 2006 and is responsible for the fund’s business, not-for-profit, and economic development lending activity. Paula was born in the Azores islands and is fluent in Spanish and Portuguese. She is a graduate of Harvard College.

Paula enjoys spending time with her husband and two sons, entertaining friends and family, and is an avid theater and movie-goer. Influenced by her years in Brazil, she is a fan of Carnaval, Caipirinhas, and World Cup Soccer. Paula has traveled extensively in Europe, Asia, and Latin America.

Fay Childers
Office Manager

Fay joined PCI in December of 1999 as office manager. Fay's past employers include Synectics, Gordon Brothers Finance Company, Baring Asset Management and State Street Bank serving as Executive Assistant to various department heads.

Fay hails from historic Selma, Alabama and enjoys singing, sewing and traveling.
